It definitely could be the change of diet, especially if it was done abruptly. Put him on some boiled skinless white meat chicken and cooked white rice and then slowly start adding a quality dry food back in. Pedigree and Cesar's are both poor quality foods. Find one with no by-products, no corn, no wheat, no soy and a named meat in meal form as the first ingredient. If the dog won't eat or drink, then it could be something more serious like parvo.

The most common symptom is diarrhoea but other symptoms include vomiting, fatigue or lack of appetite. It is a virus transmitted through other dogs faeces.
Your dog shouldn't have it if its been vaccinated, which it should have been. If you suspect he does have it though take him to the vet immediately as it is potentially deadly and highly contagious, so if you have other dogs and he does have it I would get them checked out too.
However, you said that you have changed the food he is eating. Did you change it gradually like you're supposed to or did you change it suddenly? If you changed it suddenly then it is probably because of this, and it can also cause them to bleed a little. Keep an eye on him, if he has severe diarrhoea, miss his next meal then feed him on bland food like chicken and rice, if it doesnt improve or you notice him vomiting then take him to the vet.
When my dog had parvo, he would not do anything. He would not play or eat. It started out with him not moving. Then, he would only eat treats. After a day or so, he would not even eat those. He also had blood in his stool. Please do not wait, get him to a vet. It needs to be tonight if at all possible.
Changing his food could have caused him to have loose bowel movements, but I doubt it could have caused the blood. If you just watch him for a while, it may be too late. You do not have time for that. That amount of time could make all the difference.

your puppy probably has colitis because you changed from one crap food to another crap food. diet changes should be done slowly over the course of at least 7 days and you really should pick a better diet. look for a food that doesn't contain any corn, wheat, soy , by products, or digest. the only way to know for sure that your pup isn't truly sick is to take him to the vet.
The only way to know if he has something is to take him to the vet. You really can't get a diagnosis online, because you'll need to have your vet run tests to see what's going on.
As a side note: Changing foods can cause soft stool (I've never heard of it causing bloody stool, but I'm not a vet). The best way to change foods is gradually. Start with 3/4 old, 1/4 new, then 1/2 %26amp;1/2, then 1/4 old, 3/4 new. It should take you about one full bag to change. Dogs can't swap foods around too fast, because their systems are so delicate.
(...and just because i entertained, for a time, being an animal nutritionist...) Your vet can also recommend a good food for your dog. I prefer dry food, because it's good for their teeth (cleans and strengthens). You can add a bit of water or wet food if you want, but paying for wet food is paying for water. It's good for dogs with no teeth and for older dogs, but younger dogs are (in my opinion as a non-vet) are better off with dry (wet can also harbor bacteria if improperly stored). We feed Solid Gold, but Wellness and Chicken Soup are also good, as is Eukanuba puppy. Make sure your #1 ingredient is meat (chicken, lamb, beef, duck, fish...byproducts are not preferable), not grain (like corn), because all grains do for dogs is fill them up. For a wet food, Ceasars doesn't look bad, but do some research online about wet vs. dry. You might be glad you did.

It's probably the change in food. Too sudden. But he could also have coccidia (spelling?) It can cause blood in the stool and smell similar to parvo. I would take the pup to the vet to make sure. Always change food gradually.
parvo is a virus that attacts all the major organs. the first sign would be, that your animal will be very weak.it will also maybe quit eating or drinking.. the virus will dehydrate them quik! the best thing to do is try to get it to drink if possible and take it to the vet fast!!

The food change could cause loose stool but not blood, if you love your dog go to the vet to have proper vaccinations. Its much cheaper to prevent parvo or any other preventable diseases.

Those are all signs of Parvo. Any time you see blood in the stool it's not good. Take your puppy to the vet ASAP - Parvo is very deadly.
