This is local as it does not affect a large area. Sometimes, if the spill reaches a river, it can spread and become a regional issue, but generally spills are highly localized events.
Regional: Deforestation of large areas cause erosion, flooding and loss of habitat. Think of the Amazon river. Its forests have been cut down for decades. There is tremendous habitat loss, water flow much faster causing downstream flooding. Due to the size of the Amazon system, this is a regional environmental issue. Also a conservation issue..
Global: Emission of greenhouse gases that cause global warming. As you might know this is a controversial topic. I happen to belive it is true, mostly from the perspective that it is definitely affecting our health to breathe all the emissions from industry and vehicles. So that definitely is a global environmental issue, as id does affect the health of the Planet's population and the Planet's ecosystems.
